Projects Law in Egypt

How does the Egyptian government structure large infrastructure procurements?
Large infrastructure procurements in Egypt typically flow through sector ministries with oversight from the Central Auditing Organization. Projects may be structured as direct government contracts, PPP arrangements under Law No. 67/2010, or BOT concessions. Government-to-government agreements are also increasingly common for major projects. We have experience advising on all these structures and can navigate the ministerial approval and clearance processes involved.
Can you represent us in a dispute with an Egyptian state entity?
Yes. We have represented both private sector clients and government entities in infrastructure disputes and settlement negotiations in Egypt. Our experience includes the EETC transmission line settlement and other government entity mandates. Disputes involving state entities in Egypt require careful navigation of sovereign immunity, arbitration clause enforceability, and the practical dynamics of government counterpart negotiations — all areas where we have direct experience.
Do you work on both the lender side and borrower side in project finance?
Yes. We have acted as lenders' counsel (including for EBRD and EIB on the Egyptian National Railways financing) and as borrowers' counsel on multiple projects. Our integrated approach means we understand the full documentation requirements and the interests on both sides of the financing table, which allows us to structure transactions more efficiently and resolve issues before they become deal-breakers.
